"Novye Programmy i Kontzeptzii" Industrial Holding Company

In 1998 four non-government economic subjects that are the ONEXIMbank, the INKOMbank, the "Belukha" joint-stock company (it was transformed to the Group of companies "Kaskol") and the Openheimer's fund actively acted in the Russian MIC. In contrast of the Openheimer's fund or the INKOMbank the ONEXIMbank most often possessed either the control share packages or the large ones that gave it the control over the plants. In April 1998 the principal decision was taken to sell the military and industrial assets of the ONEXIMbank. The "Novye Programmy i Kontzeptzii" Industrial Holding Company created in spring 1998 acquired these assets. The idea to create a holding that unites different military and industrial assets of the bank was given by the Russian President's assistant on military and technical cooperation with foreign states Mr. Boris Kuzyk. Mr. Kuzyk was the one who suggested an idea of creating the vertically integrated companies of the first generation. He also helped to build up the holding company of the second generation.


The General Director of the company controls 50% of the shares. The company diversifies its activity both in the defense and the civil industry. It simultaneously concentrates its management actions under the branch and the functional principles. Now the holding put into practice several branch programs. To assist the plants that perform the branch programs NPK realizes such functions as marketing, financial management, accounting and audit, legal support, anti-crisis management. NPK controls the plants in the shipbuilding, the machine engineering, the aviation industry and the air defense industry.


The holding company most actively works within the shipbuilding program. Having bought the control share package of the NorthWest ship line (Severo-Zapadnoe parohodstvo) NPK created the united production and operation cycle for civil-purpose ships. The "Severnaya verf" can construct destroyers, escort vessels, anti submarine and landing ships, speedboats and support ships as well as repair and modernize the ships of all types. The "Severnaya verf" currently performs the largest export contract of Russia for delivery to China of two 956E project destroyers. The contract was signed in November 1997, the first destroyer was delivered to the Chinese Navy in December 1999, and the next one is to be supplied in 2000. Due to the Chinese contract the "Severnaya verf" became one of the largest Russian exporters on export volume in 1999.


The products designed and manufactured within the machine-engineering program include anti aircraft missile complexes, missile complexes for the Army, different small arms and optical devices. Through the management over the share packages of several machine-building plants and the cooperation with the Kolomna engineering design bureau NPK can integrate into the united technological cycle R&D, industrial production, sales and service of the portable anti aircraft missile complexes designed by the Kolomna engineering bureau. The "Igla-2" anti aircraft complex has already become a best seller. This system was delivered to Singapore, Brasilia, South Korea and Malaysia. The tank defense system participates in the tender held by the Turkish army. In Middle East and South East Asia the "Iskander-E" missiles can eventually substitute the out-of-date rockets constructed on the basis of the Soviet Scud missile.


Within the radio complex program NPK controls the plants and the design bureaus that develop and produce the S-300P anti aircraft missile systems and modernize the "Pechora" system. The aviation construction program provides necessary conditions for the construction of the most advanced Su aircraft.


According to NPK its total assets cost USD 1.1 billions. The products of the NPK plants are delivered to 12 countries including China, Vietnam, India, Egypt and Poland. The negotiations are being conducted to deliver the products at the sum of USD 1.4 billions to China, India, Vietnam, Syria, Algeria and the United Arab Emirates. In the next years the company intends to invest USD 75-90 millions in its project.


Mr. Boris Kuzyk is the General Director of the holding company since the time it has been founded. Since 1994 till 1998 he was the President's assistant on military and technical cooperation with foreign states. Mr. Kuzyk is well known in the political, business and military circles of Europe, the USA, Latin America, China, India, South East Asia etc.
